About Harry Istepanian

-Harry is a certified Project Manager (PMP), and an independent Chartered Engineer (CEng.) with more than 35 years of experience in large-scale energy and water utility projects in developing countries, including SE Asia and MENA in addition to New Zealand and Australia. Harry has been involved in more than 40 large- to mid-scale projects with hands-on experience in feasibility studies, project economic evaluation, design, installation, and commissioning of power generation, transmission, distribution networks, and seawater desalination.

-Harry is the co-founder of Iraq Climate Change Centre (IC3+) a think tank based in Baghdad which deals Iraq’s climate change main challenges in 21st Century.

-Harry has worked for major international engineering consultancy firms including WSP (Parsons Brinckerhoff), AECOM, and Power Engineers Inc in different capacities. He was also appointed by many international organizations including the World Bank, USAID, and USTDA to work as an advisor on several development projects in Asia and Africa.

-Harry’s research interests include energy economics, policies, and reform in post-conflict states. He is an advocator of reforming the electricity sector in developing countries and introducing PPP as a way to resolve acute power shortages. He is regularly interviewed by mainstream TV media in the Middle East including i24 News, CNBC Arabia, and others on the development of the energy market in the region and globally. He is an invited speaker and panel moderator for many energy forums and seminars.

-Harry has published more than 30 op-eds, articles, peer review articles, and conference papers in energy and think tank journals including Brookings Institute, the Atlantic Council, Friedrich-Ebert-Stiftung, Power Engineering International, and the Electricity Journal.

-Harry’s most recent job assignments included senior advisor for the former Iraq Minister of Electricity and senior Advisor for PPP projects at the Kuwait Electricity and Water Ministry Head Office.

-Harry holds a BSc, MSc in Engineering, and Masters in Engineering Management from the University of Auckland in New Zealand. He is a professional Engineer in New Zealand and the UK.

-Harry is fluent in English, Arabic, and Armenian.
